A hygiene product can be described by a factory code, a retailer SKU, a consumer-facing name and several translated listings. When those identities drift apart, a simple product question can become difficult to resolve. The EU’s product safety framework gives that information chain renewed commercial importance.
The framework already applies
The European Commission explains that Regulation (EU) 2023/988, the General Product Safety Regulation, has applied since 13 December 2024. Its overview highlights stronger risk assessment and a responsible economic operator in the EU for products covered by the regulation. It also explains that the GPSR complements product-specific safety legislation where relevant aspects and risks are not already addressed. Hygiene is not one regulatory classification
A sanitary pad, a cosmetic cleansing wipe and a product marketed for a medical purpose should not automatically share a single compliance file. Classification and the relationship between applicable rules require product-specific review. The commercial implication is straightforward: before a brand duplicates a listing into another market, it should understand which product the listing represents and which information applies to that exact version.

Check the exact product classification and applicable rules. “Hygiene product” is a commercial category, not a universal regulatory answer.
The listing is part of a longer information chain
Our recommended operational approach is to connect the approved product specification, packaging version and customer-facing description. A photograph should show the current pack; a translated description should preserve the intended use; and internal teams should be able to identify the batch associated with a complaint. These are practical information controls, not a complete list of statutory GPSR obligations.
What this means for DTC and private label teams
Online expansion can make inconsistent information visible quickly. A brand that uses several agencies or marketplaces may find the same SKU described differently. In our assessment, a controlled source of product information will become more valuable as channels multiply. That source should have an owner and a revision history, with market-specific review before publication. Clear identity supports both everyday customer service and a more serious product investigation if one becomes necessary.
